Emissions will be a criteria, however engine does not have to be standard, as it doesn't comply to the model report... Yup, that is true, however there were rumours of suspending the rise of tax due to the recession... But that remains to be seen. Will still be good for those who couldn't import the later shapes and wanted to... It says that IVA is mandatory for passenger vehicles (M1) from 29th April 2009, unless the vehicle already has an approval certificate, is a 'Special Purpose' vehicle, or is more than 10 years old at the time of application.
