Getting it to print and communicate with the PC would be fairly simple IMO, the mechanical side of building the printer accurately is just extraordinary. I don't think the driver creation would be required. I would do it a lot more simply than that, I would use an already known dot matrix driver and use the processor & non lego bits from said dot matrix printer to get the communication between the printer and the PC sorted out.
