Seat Belt

I've got a question about this, actually.

 

 

My Supra used to give a little tug on the seatbelts when I turned the ignition off, like it was letting the tension back into the reel or something. About a year ago I noticed that my driver's side reel wasn't retracting as well as it used to. About the same time it occurred to me that the little tug on key-off had dissappeared as well.

 

 

I got hold of another reel and fitted it and all seemed fien for a while, but now that too is starting to get sluggish when it retracts. The "tug" is still missing.

 

 

I'm wondering whether the two things are related? Does anyone know how the tug thing works, or what to look for when it fails?
