As has alread been said, it is an indicator to put it into terms people understand. Had they just said "he had consumed XXmg blood/alcohol level" it wouldn't mean shit to anyone. It's like saying "that car has the same torque as the shelby 500" you don't know the numbers exactly but it gives the perspective. Say you have 10 criminals in a room you blow one of those mofo's away (maybe an AK is used??) Anyway that has just decreased crime by 10%.
