The passage is an allusion to Samuel Taylor Coleridge's poem Kubla Khan. Unfortunately for Brink, the relevant bit is: "In Xanadu/Did Kubla Khan/A stately pleasure dome decree/Where Alph the sacred river ran/ Through caverns measureless to man/Down to a sunless sea." ...so the imagery in the passage is built on a misquote.
