HID's need a minimum voltage for the ballast to fire up the bulbs, if you battery is low nothing will happen.

 

Try connecting directly to a know good battery to see if they work. It could just be either a duff battery or a bad earth. Also try swapping the ballasts and bulbs around ie. try each bulb with each ballast.

 

Also some HID kits have the positive and negative wiring the wrong way around and will not work, the only way to get them to work is to swap the wiring around in the connector.
