Considering I am on this site all day, and my MD is on his Fiat Coupe forum for a lot of the time, its amazing we get any work done at all! It's only an approximation. Sites auto refresh though, surely that would make it appear as a hit? Browser could be in the background, does it recognise not being in focus as not being viewed? I've never seen technology that does this and I've worked for some big companies, so I'd be suprised if a council could afford to do it!! Not all sites do it - check with Mawby, but I think this one doesn't so you'd be OK. It's not at all fancy technology, it's basic networking and security functionality and use of information. I understand you do IP telephony, so it's not surprising you haven't seen it. Due to personal data privacy issues, the people who get access _should_ be highly restricted.
