Your car gets broken in to and they don't bother responding or they send a plastic copper (community support officer) But lo and behold you slip over the limit then you are guaranteed getting the little brown envelope asking for money . That old saying goes something like this "if you can't catch the criminals, criminalise those you can catch ! Wasn't the bloke who did 150 odd in Scotland (he wasn't in England anyway)? Stricter rules for that up there... And its a lie, the fastest caught motorist was a motorcyclist doing over 180mph! That was quite a long time ago I think. I've done a ton and 8 once, and damn, that was scary. Ralley drivers blink something like 5 times over the length of one run They concentrate so much that they almost forget to blink.
