Soop Dogg
Depends on the wheels and how many botls hold the pieces together. e.g. on the Braid Interlagos split rims, there are 70 (yes 70!) bolts holding them together so the torque settings are pretty low - less than 5Nm as I recall. But on a set of volks or something that only has about 20 bolts holding them together , the bolts will be much bigger and will need to be much tighter to keep the rim together. Speak to Ibrar jabar on here regarding the best sealant. I used some stuff from Braid that they use at the factory and it was excellent. This was after building the wheels twice using the best DIY household type sealant I could get hold of and it really wasn't up to the job.
