The pic shows a bunch of 5 cameras altogether (ignore the street lamp behind it) and I've seen them on the a40 and north circular in london. If there is no numbers on a plate to recognise, then all the camera sees is a meaningless lump, so how can it do anything? There is nothing to flag as it wouldn't be able to differentiate between your plate-less car and a horse.
