Homer
It's not hard, but it time consuming. Having done this once I'd rather just pay Gzaerojon £100 and have it done properly. - Stick headlamp in oven (120deg or do) for 10-15 minutes to soften the sealant - Remove the metal clips and prise apart the clear plastic from the rest with a flathead screwdriver - Dissasemble light - Prime then paint the backing (mask off the chrome inner rings if you prefer, personally I like the look with the chrome kept). - With the clear plastic part itself, either sand down to 2000 grit paper, of use a strong glass cutting compound and a wheel to both remove the yellow and bring both the inside and outside to a clear shine (This bit takes ages). - Reassemble - place all items back in oven for 15 mins - Reseal the lens to the back (the glue will be nice and soft now) and seal up using the metal clips. Job done. It'll probably take about 4-6 hours in total.
