Eeek, I remember staying an the Ibis in Birmingham, and not the nice one, it was on the outskirts of town. Complete with barbwire perimeter fence, tooks us 30 mins to get in with all the security, once in reminded me a juvenile facility... The crap (and I do mean SHIT) on the walls in the one room was too much for one bloke in our group and he had to get a new room. The in-hotel entertainment shall we say was of the £150/night style... Only stayed the one night before changing hotels... But it depends a bit what you'll be happy with, and how important cheap is to you.
