Because there's only Bridgestone supplying tyres this year & they still wanted people talking about tyres they introduced a rule where there are two different compound tyres (everyone has the same) and you have to use both in the race at some point. The white stripe is on the option tyres so you can see who's on what, as usually one type will be slower than the other. Indycars have a similar thing with red sidewalls.
