Laser alerts in Gemany and Scandinavia?

Does anyone know the reason why when entering 90% of roadworks in Germany, Denmark and Sweden my road pilot gave me warning of beeing lasered?

 

The source seemed to be the big arrow signs but there were no cameras. Do they have some sort of system to alert the driver of raodworks (bit obvious!)?

 

Reason why it seems so strange is the fact that radar/laser detectors are illegal there.
