colsoop
This thread may be useful for the no plate: http://www.mkivsupra.net/vbb/showthread.php?t=103619 Have a search for radiator removal / fitting or something similar. By all accounts it isn't too hard to do.

IDO
I used these for my plates http://www.craigsplates.co.uk/import-number-plates.html they are small and have the leagal code in the corner so if stopped the police are aware they are leagal.. see my garage for to see the size on a motor.. IDO
As far as i know... for a normal reg, mine is the smallest leagal size.. only way to get smaller than mine is to have personal plate with less digits in it! (and that will only change the width)
AlanM
I got charged cos 4 of my 5 digits were a mm under-width. I refused the fixed penalty and the Procurator Fiscal did not proceed with the charge. Imports are allowed a slightly smaller number plate, get the sizes off the DVLC website

They're obviously aware of the correct letter sizing and take it into account when making the plates. When I ordered my small (admitedly 12"x3") plate from fancyplates all I got was a full size one reduced in size - letters too. I got nicked despite having all the correct markings in the corner.
