The speed is flat out, whatever your broadband is capable of it will max it out. It's brill. BTW, If you don't use the whole 20gig in a month they roll the remainder over. (If you set the search to go back say 60days there's a lot of stuff) The usenet servers (GigaNews, EasyNews, UsenetServer, etc) aren't breaking the law because they aren't responsible for what people have uploaded to Usenet (not sure why they aren't) however you would still be breaking the law by downloading copyrighted material.
