This means that if someone is a homicidal axe wielding maniac they go away to a nice comfortable relaxed ward for a few months until they promise not to kill anyone, then they're thrown out again to cope on their own.... probably housed next to an axe shop!! I don't agree with the 'hence' but I guess it wouldn't be the same if you didn't twist things a little. He's a nutter who happens to be a Muslim, not a nutter because he's a Muslim, big difference I think?
