No , if the headlights are fitted they have to work , Unless they are permanently disconnected !!!!

as others have said : you don't actually need to have lights BUT legally if you have them they have to work.

 

But also you can't just remove the lights and use the vehicle on the public road, you have to also remove all wiring and switches etc.

I know this for a fact because I was nicked once for riding an RD350LC with a full race fairing (ie no headlight) on the road in daylight hours. Apparently, the fact that the wiring for the lights was still intact meant that I was breaking the law.

Unless it was taped up so as it cant be plugged back on , tell its got a daytime MOT and see what they say !!!!
