When do intercoolers start to work?

I've recently had a Chris Wilson SMIC installed and, at the same, a Greddy Ti exhaust.

 

I've noticed that, from a standstill and at low speeds, the car really takes off when I hit the gas.

 

Is that down to the zorst or the SMIC or both?

 

Does an IC operate better the faster you are going? I'm assuming that it does as the air going through it will be cooler due to wind chill.

 

..or am I getting it all wrong?
