He must think that your the leaseholder of your flat. If a freeholder wants to sell, they MUST give the leaseholders first dibbs! You are the leaseholder, he is possibly the freeholder Is he the landlord? If he is the freeholder of the whole block and is selling a share of the freehold then it may be worth taking him up on it (if the rest of the block and you are going to become a management company). Or is he trying to sell you the freehold for the whole block? An actual 'freehold' flat is very rare. And like Steve says very complicated. Sounds a bit like a scam to me though.
