I think the general idea is that petrol tax is supposed to cover road tax/pollution costs, therefore is proportional to the amount of petrol you use whereas road tax is to cover the general administration of car ownerships and the road transport system as a whole. Of course, in practice it just goes into one big "TAX" bucket and comes out again in the form of over-inflated MP salaries, but if you don't like it you can always vote for a different corrupt government party! How does a V5 cost more to produce for a bigger engine or take up more space in a DB? Like you say they are just after you money, no-one seems to be able to clearly define how the money is spent, I think that is poor communication. Proving that you only use it at the weekend is the issue though- how would you police it? It brings us onto the possibilities of trackers in a cars and knowing our every movement. Lets face it, like the TV license they aren't going to believe you if you say you don't use it, if you've got the keys to it!
