Idle control valve stuck

Started the car earlier and the revs went straight to 4k rpm. Turned it off and took the ICV off and it seems to be stuck in the position shown in the pic.

I can not undo the 3 screws that hold it together either.

Anybody have any ideas how i can release it?

Thanks

Be careful with that. Toyota charge around 470 notes for one of those. And no I'm not kidding. In the end I picked up a second hand one for a fraction of that. Turned out that wasn't the problem after all.
