Intelligently governed Muslim nations do not impose this ban on alcohol though. They allow foreign nationals to drink, admittedly sometimes in specially designated enclaves, but they appreciate that religions are different, and strictures are different. Drinking was OK in the Maldives and Dubai... That's the basic difference between a civil government, monarchy or whatever, compared against a theocracy - religious government doesn't work well on the international stage, because of all the rules imposed by the religion, and the unwillingness of 'believers' to accept that another persons belief might be better.
