Probably a bit of both.

Imagine not many fibre glass processes have strict control on their variables. Such as application of resin, thickness, temperature, maybe percentage of hardener, or curing fixtures after its set following removal of the mould.

Mine came rolled up like a bit of carpet lol but that wasn't the fitment issue. I had genuine radius issues where the shape wasn't good. I spent on labour six times what the bumper cost me, to make it good.
