When i changed my plugs the other week they had oil on them aswell, but they have everytime ive changed the plugs for the last 4yrs, mine uses no water at all, i dont think the oil on the plugs has anything to do with your water loss problem. Check your core plugs for weaping

I have the same thing but I'm not really worried about it, Mine is on the last two spark plugs furthest to the rear of the engine. It's a failed cam cover gasket, slight oil seepage is getting to the top of the spark plugs on mine so it was only on the threads when I took the plugs out. It wasn't inside the chamber and on the elements.

Would oil on the plugs off a Leakey cam cover gasket cause the car to smoke at all ?

Aslong as it wasnt getting past the plugs into the cylinders no, if you have a slack plug it might a but it wouldnt be enough oil to be seeable imo it would be such a small amount it woukd burn off very quickly
