Fitting new cam cover sealing washers

So I'm new too TT cam covers being na-t so I bought new bolts and new washers but I'm not sure on the correct way they should be fitted?

 

I though they went with the brass bit facing up so started to torque it up using a half inch wrench and the bolt pulled through the washer? Is that how it should be? I stopped before it got to the correct torque setting as though it might not be helping using such a big torque wrench?

Now I am confused there is no plastic part to the washers I have? Just looks like a brass washer covered in rubber?

 

Supposed to be genuine toyota washers bought from Chris Wilson (old stock)

 

You have the brass bit facing down which is wrong

Why is the head of the cap head going through the washer, well that's what it looks like its doing

which it shouldn't do

 

That's what stopped me from tightening the rest..? But them again I was using a huge half inch torque wrench set to its lowest setting?

Yep the pic you have put up is the correct washers and nuts and bolts I have.

 

No that kit you show in the google search is all you need no extra washers

In this picture it shows the head of the bolt going through the washer

 

Yep certainly not how they are meant to be
