It says on it - in pictures - it's a light relay, but you're missing the GND wire...if it had additional front lights like PIAA spots the Japs often add then it could have been for them - but more likely the rear fog unless you have another rear fog.

The GND is just to make the switch light up when it's turned on

It's a switch - not a 'relay'

 

The 'ACC' terminal is for 'Accessory' - in most cases lights of some description (hence the picture).

 

I'd like to know if the OP already has a fog switch somewhere else or even a working rear foglamp at the moment so he can rule out if it's just a case of a blown fog bulb or something else.

Does the car start with the switch in both posns? I had a home made immobiliser on a peugeot like that. It was wired to ignition but well hidden.

 

I also thought it had something to do with the alarm system... then I took a step back and realised I had quite a sophisticated system fitted.

This is what I investigated the most. The car was imported in 1999/2000 so I have always wondered how it passed the MOT year after year without a fog light fitted, then its always possible to have a friendly MOT technician * uhum*

 

Look under the "chassy" for screw holes. Might have been for an under car neon kit that foolishly got removed. Switch was left so as not leave a gaping hole in the trim.

 

 

 

As its cropped up so many times as to do with fog lights/neon etc I'll spend some more tuesday (not raining) aiming in that direction. will let you know how it goes on.
