Anyone here who does class VII mot's

Right need to know how the brake efficiency is calculated on a class 7 ie are all tests calculated at DGW which is 3500kg or is the brake weight chart used which for the van is 1820kg had a van fail today for poor service brake at 35% efficiency had it checked on our brake tester both front wheels locked and 1 rear locked on test using the 1820kg method the efficiency was 85%on our rollers it had new discs and pads including the rear load sensing valve 6 months ago all seems fine. the tester is saying all calculation for brake efficiency is done by total effort divide by GDWx100 but i cannot see how the van will pass unless i fully adjust the load sensing valve which is not good if driving unladen.
