is it a faulty vsv?

hello guys,yeah it me again about the sequential mode.ok as you maybe know the problem i was having with turbo 2 not working and then found the previous owner messed up most of the hoses.car working good now after plumbing all as it should.but i've noticed something,anytime i start driving the car,there's a big lag between the 2 turbos,like 4000 rpm will be flat up 5000 rpm,then the no2 wake up suddenly.thing is once it start working it will be absolutely great,no more lag or flat spot.just smooth all the way to the redline.next time i turn on the car the exact thing will happen,then goes normal.so which vsv do you think is sticking?or does the standard ECU have some sort of safety,not to release full potential when car not up to temp.or any other idea?car does run great in TTC mode.
