This is symptomatic of poor coolant circulation.

Q1) is the coolant brim full in the radiator when you take the cap off?

Q2) Is there coolant in the overflow?

Q3) Does the coolant get pushed out of the overflow when the engine is hot? (Run it up to temp, park up and watch it with the engine running.

Q4) If you shut the engine down after warming it up, can you reach in through the fan blades and detect any cold area's on the back of the rad panel.

A1) Buy some more Toyota 4Life Red coolant and fill it if it's low. Retest and bear in mind Q3.

A2) No? Fill it then...as per 1.

A3) Replace the radiator car with a new one from Toyota.

A4) Replace the radiator - cold spots = blocked tubes = radiator not working properly

None of the above? Then I would then presume the thermostat to be faulty/sticky, replace with stock or TRD item.

Still not working? Time to inspect the water pump...
