could this cause a loud whistle!

My 2nd turbo was blown a few months ago and replaced it, but it was a strange way the way it was blown, the whole compressor fan/fins where disapeared their was nothing their, and on the turbo side the shaft/fins had no play or nothing it spinned perfectly, anyway i replaced the turbo and everything was fine turbo kicked in as it should. now the 2nd turbo won't kick in or maybe it does but can't feel much power but theirs a very loud screaming and can only get around 0.6/0.7 bar out of it. Could the propellers still be in the exhaust and causing this sound/problem?

This is what i am confused about, when i replaced the turbo is was working fine for about a month. (Just to add is not a boost leak. I done a boost test up to 1.2bar and everything is fine

I am going to take the exhaust off and see if anything is stuck by the restrictor ring. If not then i am going to asume a fin is broken on my turbo and going to replace the whole turbo unit.

I'd check all the vacuum hoses first, some threads that may help

I have checked all the hoses everything seems to be fine. i also checked all the actuators and they seem to be working as they should. I am down to 2 things. either the turbine is stuck in the exhaust by the restrictor ring or a fin is broken on my turbo and won't boost properly but its not doing the death whine. its different sound.

i think mine is a leak by the sounds, only comes on when 1st turbo is coming in, ive put a brand new turbo on thinking it was broke but sound still remains...

Yes its a similar sound to that but 10 times louder. Its when my 2nd turbo kicks in. It sounds fine with the 1st turbo
