Guigsy
Depends Could be full of dust. In which case an air duster will clear it. Or it could be a wire or something catching the fan. Or the fan blade is broken Depending on the pc - remove the cover. Find the fan on the heatsink. And dust or replace. The fans are usualy universal Sizes and you can get them from maplin or online. But sometimes they are not. Need to look at it realy.
