My thoughts are that one wheel has more toe in than the other, so one is being forced along the way the other wants to go, so the one with less toe in is being dragged, which would cause the skip you feel. Go out to your car and put the steering at full lock, do this while your stationary and on level ground. Then go have a look at both your front wheels and report back what you see I don't understand. The wheel leans out at the top, but the toe isn't visibly changing and wouldn't AFAIK.
