Joe and Tom can't. But Joe and Tom haven't paid over £8m into the public revenue and aren't being chased over a relatively paltry £30k - or 0.375% of his total tax bill. Did the investigators sit outside his house in Rolls Royce Phantoms everyday? Or did they hire 5,000 people to check his bank account(s).
