I'm from Spain, more specifically of the Canary Islands there are only two Supras here. Is a 1993 USA Spec with 60990 miles. The car now have only the stock from bumper fited. Soon the stock sideskirts. In a climate like the one you are blessed with I think you should take a look at modifying the bumper to allow more air to flow through the FMIC and reposition the FMIC to sit a bit straighter (if possible) to allow better airflow through both this cooler and the radiator. Currently, I don´t have overheating problems. I can´t put the intercooler more straight, is at the border with vessel, has a significant gap between the intercooler and the front bumper through which fairly good airflow.
