Before cars would be stolen & given new identities, or it was cut & shut from 2 different cars. Cars going to other countries have been happening for years too. Without a tighter lock down on cars going out of the country you will struggle to win this fight. Fright companies are not interested in going through the cars, all they need is police to check them out one by one & you will see this crime fall.
