Visual time display for ca that's VERY accurate?

I want a small digital in car display that an in car camera can see, as well as seeing the scenery going on outside the car, in order to synch video with data. The data has a formidably accurate, continuously updated GPS time display, and I need something that's visible to the camera, and that's as near as damn it totally accurate, and none drifting. Any ideas, cost is an issue... Thanks.

Hmm, it's as clear as mud, isn't it? Sorry :) Basically I want a digital diplay for in car use, that a video camera in the car can see, and the film have a time displayed on all frames. I can then synchronise a film to data recorded on another device, which is time stamped by its GPS input. So I need something that gives a drift free time accurate to say a tenth of a second. Cheers ;)
