Running Rich

The car (UK supra) has been running rich for some time and in an effort to resolve it I have replaced the water temp sensor and both o2 sensors and seen the mpg improve from about 16.0 mpg to 18.7 mpg however the car is still running a bit rich. Most noticeably when cold/warming up and on a steep hill you can end up with a fair bit of turbo whir but very little happening and the engine wants to die as you pull up to a stop and I can smell fuel. The situation improves alot when its warm but it is still a little rich.

Does anyone have any other ideas on what I can try in an effort to resolve the issue? No error codes are being logged at all. :(

I have cleaned AFM hot wires with a very soft artists brush with methylated spirit, or you can use spray contact cleaner (carefully!) IAT sensor from memory is a resistance check, will try and find the figures later, the IAT will most likely have more effect when cold and during warm up, and much less effect once running temp.
