Theoretical wastegate question

I am getting to the bottom of my low boost issues and I may have found the root of a problem that has been plaguing me for 6mnths or so. This is in several other threads over the last few months so I apologise to the mods for starting a new one here.

 

In theory if I had theoretically removed the wastegate vsv and then cut the pipe between the no1 turbo housing and the actuator and blocked them all up what would happen, theoretically you understand? ;)

I had a blocked filter in the line with the boost solenoid. took it out and now hit 1bar+ consistently. The most I could get up to today was 0.78bar I now know what bpu is, I now feel the love again :)

 

Does anyone know why this would be? I figured that the wastegate would stay closed if there was a blockage between the turbo housing and the wastegate actuator( with the vsv disconnected from the actuator) that it would overboost? unless I have it all wrong in how I think the system works.
