The sensor detects sunlight as already said.

The reason is because although you have an internal temperature sensor to ensure the climate control keeps the cabin of the car pretty much the same temp, if the sunlight increases suddenly it may take a while for the internal temp sensor to detect this change (whilst you are feeling very hot behind glass in the sun!) so the sunlight sensor is a second backup sensor in a way and it increases the air-con in the car to lower the temp.

The con-light is an automatic headlight turning on feature that some cars got from the options list (I've got one), so if you press the button on top it should turn the headlights on when it gets dark enough. The button on the side turns on the sidelights (this is all from memory so it's best to test it at night to see what button really does what!!!)
