warm air through vents when set on lowest standard heater setting

any ideas as to why i am getting warm air from my heater when set to the lowest temperature? temp will rise but will not decrease past a certain point.

i have recently removed the a/c and fitted a new cooling rad. any ideas on what the problem could be??
