Boost hitting 1.1bar with boostcontroller "off"

I`m having my doubts about the boost controller that i have. I have a j-spec auto tt to start with. The boost controller is a blitz one wich is very similar to this one http://www.titanmotorsports.com/blitdualsbcs1.html

It has 4 preset boost settings and 1 "off" mode. when i put it into "off" mode the boost will still reach 1.1bar wich i think is more then a bit high?

I haven`t change exhaust sytem since it arrived in the netherlands and it went trough full MOT without any problems. So there should be a 1st cat. But then if i`m hitting 1.1bar that would be bad. Today its going to MOT again so then i can tell 100% sure if there is 1st cat or not.

Ok just got of the phone with garage. passed MOT so that means i have a first cat. How can i read 1.1bar boost on my 1st cat and thats not quite good with boost controller on "off" setting right? I`d guess that leaves me with 2 options?

-Try to get the boost back to stock pressure

-get 1.2bar restrictor ring

The 2nd one is the easiest but that wont solve the high pressure on stock settings? Any hints/tips?

Are you sure it has a cat fitted? Have you looked underneath to check? I ask because in the UK a Supra can pass the emissions test/MOT with no cat fitted, not sure what your rules are like there.

Pic of stock cats for reference, the smaller one is the 1st cat nearest the engine.

If it does have the first cat fitted and the boost controller is turned off it shouldn't be making 1.1bar, it should be around 0.8-0.9bar. If it does have the 1st cat fitted check the electronic boost controller is fitted properly, check vacuum hoses for leaks and if you're not sure, also check there isn't a manual boost controller fitted.

hmmm manual controller that overrides the electric one is a good option. Would the manual-one be connected in the same way? If i had an leaking vac hose wouldn`t it be lower in pressure?or am i mistaken? I`ve had a look from the blitz control box under the hood towards the turbo`s. They look quite stable but i`m total clueless about how it should be wired :(
