I really just don't understand how people can get away with all this, as in an accident she's have the book thrown at her, but probably not. I really wish phoning/texting whilst driving would have the same social stigma as drink-driving. There's no need for it especially with hands-free kits. Since she didn't think to switch any lights on, it sounds like the driver you saw didn't have her brain engaged sufficiently to drive. These people ought to try riding a motorbike: without at least a bit of concentration/awareness they'd probably end up as an organ donor before the day's out. I know, and I cycle to work these days, and spotting so many cars with lights off or one out is definitely on the increase IMO.
