You cannot replace just the OEM handbrake cover as it is the whole assembly you replace. However, that is not as costly as you would think. And I'm guessing it's a lot cheaper than changing the whole handbrake, do you mind if I ask where you got it from? Halfords for the cover, and ebay for the gaiter. about £25 together.
