Right... so the companies don't increase the quotation speculatively? All that means is that we pay for them to be repaired if they appear or not. Yes, that's how all these building and maintenance contracts work now. The various Govt depts want to have cost certainty so they don't look foolish having to ask for more money later on, so the contractors pre-load everything. I did a couple of small refurb projects at a local hospital, it was really just strip out and new plasterboard walls, celings and floors. I'd estimated it would be probably no more than £300K yet the "framework contractor" quoted over a million and was given the go ahead on that. That's where all the money is wasted.
