I need my bumpers doing but my worry would be that the rest of the car possibly isn't quite the original colour and without matching and blending it might not look right. I suggest you buy the paint, something like Sikkens with their "exclusive" laquer, which looks great and had good stone chip resistance. Going to need proper primer for plastic bumpers too. I thought that new top coat can bond just fine onto keyed top coat. TBH I'm probably making assumptions here as to what he's going to be doing.
