when the police turned up, did they report it or did they just ask you to exchange details?

If the police have reported it, you may have some evidence for your appeal. However, if they decided there was no injury and was 'damage only', they are not obliged to report it, just to ensure you exchange details. You've dropped the ball by not informing your insurance company straight away, you say there was no damage, but sufficient time has elapsed for him to suggest you've had it repaired to cover it up.

Your insurance company are suggesting that you've not declared a claim against you. Therefore breaching your terms of agreement. Your only option is to say something along the lines of "I was, and still am convinced I was in no way liable for the accident or it's cause. If anything I was a witness and innocent bystander so I had no reason to believe I should inform my insurance"
