I'd argue he was stationary due to an obstruction caused by another driver, his horn was used to make the other driver aware of his presence. My opinion based on his story would be that it should be the otehr guy who was causing a nuisance. it is not actually an offence. Surely if it isn't an offence then it shouldn't be kept on a record? chazuk Posted January 1, 2010 Share Posted January 1, 2010 I had one of these a while back , I wouldnt worry to much I got stopped twice again after having the 59 each time £120fine and had to produce all the documents ,so the second time I got my mate to drive me home while the copper stayed with my car waiting for the transporter he said if I get back here with the fine and my documents I could have the car straight back which I did, you just got to be careful for a little bit.
