This opens up a whole load of possible dodgers now just because a judge fooked up. I don't think the Police have actually done anything wrong in this instance. That's not the case - it's up to the police to show that you received the notice, which they could do by presenting it in person or using some form of recorded delivery and obtaining a signature - they choose not to do that.
