horn still not working

hi after taking off the front bumper i found a second horn but no power is going to it when i press the horn? also the horn next to the water bottle has no power ,fuse that runs horn and hazzard are okay and hazzads work, i have a mono wheel fitted? behind the wheel is a plug with 2 wires that go to the horn button but it does not look oem original connections help:search:

There's not a lot to the horn circuit, so hopefully it shouldn't be too difficult.

That's good... what was wrong with the horn then? Was it something to do with the connections on the after-market steering wheel?
